Trade data comes from the US Securities and Exchange Commission's EDGAR system; Form 4 and 13F filings are read directly from there. Prices and news come from licensed providers and may be delayed.
Form 4 trades must legally be filed within two business days; the app scans filings every 30 minutes. 13F portfolio disclosures arrive up to 45 days after quarter end, which is why the answer to "when did they buy" is in Form 4.
